The drill hall was erected by the artist Lady Ela Russell, a relative of the Duke of Bedford, to be used by her Rifle Club.
In 1913 the hall was used by D Company of the Hertfordshire Regiment, based in Watford, as an outlying drill station.
During WW1 the hall became an auxiliary military hospital. A contemporary photograph in Ian Foster's book (reference below) shows some 18 patients with four members of the nursing staff posed outside the hall.

Present status (January 2011)
The drill hall was used in later years by the Boy Scouts and an Amateur Dramatics group. It has been restored by the local authority (Three Rivers) but at present appears disused and boarded-up.

A pre-fabricated chapel was also built at the same time. It is now adjacent to the drill hall, although this may not be its original location.
